Agriculture Disaster Declaration |
A Federal Emergency Declaration made by the U.S. Secretary of Agriculture. The U.S. Department of Agriculture can provide a variety of assistance to farmers adversely affected by natural disaster. The assistance most commonly provided is the low-interest loan program made available through the Farmer’s Home Administration. |

Damage Assessment |
The process used to appraise or determine the number of injuries and deaths, damage to public and private property, and the status of key facilities and services such as hospitals and other health care facilities, fire and police stations, communications networks, water and sanitation systems, utilities, and transportation networks resulting from a man-made or natural disaster. |

Disaster |
An occurrence of a natural catastrophe, technological accident, or human-caused event that has resulted in severe property damage, deaths, and/or multiple injuries. As commonly used by federal emergency personnel, a “large-scale disaster” is one that exceeds the response capability of the local jurisdiction and requires state, and potentially federal, involvement. As used in the Stafford Act, a “major disaster” is “any natural catastrophe … or, regardless of cause, any fire, flood, or explosion, in any part of the Untied States, which in the determination of the President causes damage of sufficient severity and magnitude to warrant major disaster assistance under [the] Act to supplement the efforts and available resources or States, local governments, and disaster relief organizations in alleviating the damage, loss, hardship, or suffering caused thereby.” |

Emergency Conservation Program. A federal program of the USDA Farm Service Agency. The purpose of ECP is to rehabilitate farmland and conservation structures that have been damaged by natural disasters. The maximum payment limitation for ECP is $200,000 per person per disaster and the minimum cost share limitation is $750 per person per fiscal year for all natural damage on all farms. |

Emergency Declaration |

Iowa Mutual Aid Compact. Signed into law April 22, 2002. An intrastate voluntary program under Iowa Code that allows for one political subdivision to assist another in a disaster that has been declared either by the local member political subdivision or the governor. Political subdivisions must be signatories of the Compact to implement assistance through IMAC. |

Other Needs Assistance Program |
A program of the Individual Assistance Program established by The Stafford Act and administered by FEMA. May provide grant assistance up to $27,200 (maximum), per applicant, to meet disaster-related necessary expenses or serious needs not met by other disaster assistance programs. This grant is not automatic; it will only be considered if the applicant cannot qualify for a low-interest loan. |

Robert T. Stafford Disaster Relief and Emergency Assistance Act |
P.L. 93-288. The Stafford Act is implemented by FEMA, and only after the President declares a major disaster or an emergency for the affected area. The Stafford Act provides for three major disaster assistance programs: Public Assistance (financial assistance to state and local governments to replace, rebuild or repair damages to public property); Hazard Mitigation (reduction or elimination of disaster-related risks); and Individual Assistance (financial assistance and services to individual disaster victims to help them recover their losses). |

A program of the Individual Assistance Program established by The Stafford Act and administered by FEMA. Provides low-interest, long-term loans to individuals and businesses for repair, rehabilitation, or replacement of damaged real and personal property not fully covered by insurance. |

Temporary Housing Program |
A program of the Individual Assistance Program established by The Stafford Act and administered by FEMA. Grants may be provided for minimal essential repairs to owner-occupied homeowners whose homes are damaged, but still considered habitable. |
